About Us

AirWise Environmental provides a full suite of air quality consulting services, including support for California Environmental Quality Act (CEQA) compliance as well as technical air quality and greenhouse gas mass emissions modeling, dispersion modeling, and health risk analyses to support a wide range of projects. Our team is committed to delivering technically proficient and legally defensible air quality, greenhouse gas, and health risk analyses.

AirWise Environmental was started by Matthew McFalls. Matthew has almost 20 years of experience managing and leading air quality and GHG analyses for a wide range of projects. Our team has led hundreds of California Environmental Quality Act (CEQA) analyses across numerous jurisdictions throughout California, including multiple projects located within the San Diego Unified Port District, County of San Diego, the San Diego Association of Governments (SANDAG), and several school districts in the San Diego region. Recently, our team led the air quality analysis for the San Diego Association of Governments’ 2025 Regional Plan and previously led the air quality analysis for the San Diego Association of Governments’ 2021 Regional Plan.

Additionally, Matthew was a contributing author and lead technical analyst on the Port’s Maritime Clean Air Strategy (MCAS) and served as project manager and co-author for the MCAS Diesel Particulate Matter Health Risk Assessment. He has also been project manager, lead author, and technical analyst on multiple emissions inventories for the Port of San Diego, including comprehensive air and GHG inventories in 2016 and 2022, as well as maritime-focused inventories in 2019 and 2024.

He is an expert in technical mass emissions modeling, using both software tools (such as CalEEMod) and spreadsheet programs to quantify emissions from all types of sources. In addition, he has led numerous health risk assessments on complex and controversial projects throughout the state, including those along the waterfront, those within the marine terminals, and for development projects.
